Elastic Clause

The elastic clause differs from the other 17 clauses because it restates them in one sentence.

 It says that Congress can make any laws “which shall be necessary and proper,” which basically means it has the power to make any laws that follow the Constitution and are approved by a United States government official, “or in any department or officer thereof.” It also differs because it’s about making laws; it isn’t an actual law. It’s more of a Congressional statement. This is how the elastic clause differs from the previous 17 clauses in section 8 of Article I in the Constitution. I think this is the worst clause possible becuase of its flexibility to provide something bad for the constitution.
